At the start of the meeting, Dr. Mohammad Jafar Sadigh Damghanizadeh, Advisor to the Minister and the President of ICT Park, welcomed the attendees, explaining the nature and goals of the Information and Communication Technology Park: "ICT Park is affiliated to Iran’s Ministry of Communications and Information Technology. In terms of Park management techniques, unlike other provincial and university Parks which are active on the supply side, ICT Park is active on the side of industry and economic institutions," he said.
"Parks are identified as influential elements in regional developments that range from industrial towns to free zones and special zones. That is, in a certain region, powerful facilities and infrastructure are provided and certain companies are also attracted. Here, too, we are dealing with technology and knowledge-based companies. Of course, we are in an outer circle regarding other Parks, which means companies can come here when they leave other Parks," he added.
"Our two primary tasks in ICT Park include providing for economic development and growth in companies besides developing and deepening technology in these companies. The latter is more important for us, that is, if a company faces an economic crisis, we will help it, however, if this company does not have adequate technology development, after warning, we will expel that company from the Park," said Dr. Sadigh Damghanizadeh, enumerating the goals and tasks of ICT Park.
The Advisor to the Minister and the President of ICT Park, stating that according to the Park’s Article of Association, ICT Park is identified as a national and international organization, explained the relationship between ICT Park's projects and the intended missions of Iran's Ministry of Communications and Information Technology: "Soon, other branches of the Park will be opened in Isfahan, Zanjan, Hormozgan, Chaharmahal Bakhtiari and Kermanshah," he added after presenting a history regarding the establishment of ICT Park and introducing the Park's branches in Mashhad, Sari, and Semnan.
Dr. Sadigh Damghanizadeh also considered the establishment of a greenhouse and the development of skill training as two suitable proposed fields of cooperation between ICT Park and the Faculty Members of University of Tehran: "Developing skill training is like teaching people how to fish. ICT Park too, will provide financial and educational support for these courses. ICT Park is also establishing a Greenhouse Growth Centers in Zanjan, aiming to create job opportunities, and though we have not entered this field systematically, we will provide extensive financial, educational, and technical support," he said.
Then, the two parties discussed the feasibility of implementing these two proposals, covering the intended nature and method of establishment, the possible method for providing financial resources, the level of required support by ICT Park, and the method for selling products.
In another part of the meeting, Dr. Mahmoud Nili Ahmadabadi, the former President of University of Tehran, thanked ICT Park for holding this meeting, emphasizing the need to summarize the cooperation model in a legal framework: "Here, people with different expertise have gathered and our aim is not receiving permissions or loans from the government for developing our accelerators but to to start a new business," he said.
The former President of University of Tehran also welcomed Dr. Sadigh's proposals in different fields including greenhouses, games, animations, and the development of skill training, emphasizing the significance of following the training of soft skills with classic and experimental methods and teaching ethics at work.
In the end, Dr. Nili Ahmadabadi emphasized the need to make proper connections with donors: "Donors play a key role in building mosques and schools besides supporting students, however, now the problem is that when the students graduate, they have to look for jobs; in this regard too, donors can play a significant role," he said.
After the meeting, the Faculty Members of University of Tehran visited different parts of ICT Park.
It should be noted that the Information and Communication Technology Park formed a "Professional Technology Ethics Council" consisting of the Park's officials, CEOs of technology companies associated with the Park, as well as professional observers and also social and cultural activists (university professors, Heads of scientific-research associations, and the members of The National Charity Network in Iran) prioritizing the two important categories, including "social responsibility" and "moral responsibility" as its primary concern.
